The agreement between different parliamentarians was signed today and will be declared tomorrow in the parliament session.
The agreement signed by Sheikh Al-Sagheer, Sheikh Al-Atyia, Sheikh Al-Shemari , Dr Al_Abadei, Mr Al_Ameri and Engineer Al-Onezi from the National Iraqi Coalition, and Dr Al-Dulaimi, Mr Al-Samarie and Mr Al-Ulayan from the Accord Front and Dr Maasoum, Mr Al-Barazanchi and Dr Al-Rawandowzi from The Kurdish Coalition and Mr Al-Najefi from the National Iraqia .
The main items of the agreement are:-
Finalize the creation the committee to modify the constitution on Monday1- 25th September 2006.
2- Appoint and name the member of the committee which should complete and implement the article 142 of the constitution in a period not exceeding one year from the creation of it.
3- First reading of the regional law in the parliament session on Tuesday 26th September 2006 but will not be affective only after a18 months from the date of approving it.
The agency knews the number of the committee members are 17. 12 members from the National Iraqi Coalition, 5 members from the Kurdish Coalition, 4 members from the Accord Front, 2 members from the National Iraqi and 1 member from the National Dialogue Front and the rest from other minorities groups within other blocks.
Source close to Sheikh Al-Sagheer clarified : The 18 months is a realistic and reasonable period to implement the federalism. He said if our collation’s parties agreed to start today to implement it we need at least 2 years to prepare the legal and administrational foundations of the federalism.
